1st party verifier has the responsibility to provide assurance on emissions inventories prepared by own personnel or hired consultants in compliance with relevant laws and regulations. In contrast,

2nd party verifier provides independent verification services of the inventory system/process used for calculation of emissions/reductions for parties with no direct third-party verification requirements.

3rd party verifier provides assurance on an organization’s emissions inventories reported externally to customers, stakeholders or regulating bodies. Such external reports must adhere strictly to applicable rules set forth by governing legislation as well as international standards like ISO 14064.
